Des de finals dels anys 90, però sobretot des d'entrat el segle XXI, l'interès i el volum d'estadístiques públiques que fan referència a les noves tecnologies de la informació i comunicació ha estat creixent. Sembla ser que des del 2003 s'ha fet un esforç a nivell Europeu, català i de l'Estat Espanyol per recollir de forma periòdica, sistemàtica, que ha acabat incorporant la presentació multivariada, que inclou la segregació per sexes, en la informació relativa a equipaments i ús de les tecnologies.
De totes maneres fa poc que es recullen aquestes dades de forma periòdica, i, per tant l'anàlisi evolutiva es troba força limitada. Per conèixer informacions anteriors cal remetre's a informes i monogràfics aïllats que, tot i donar informacions interessants, tenen importants mancances de cara a la comparativitat amb les dades recollides posteriorment de forma diferent.

Statistics and indicators on women and men

This report uniquely focuses on national reporting of sex disaggregated statistics in such areas as demographics, health, education, work, violence against women, poverty, human rights and decision-making. This is the fourth World’s Women report since 1990. The previous three focused on statistical trends in the situation of women. Five years ago, the World’s Women report emphasized that there was a lack of sex disaggregated data and that the improvement of national statistical capacity – the ability to provide timely and reliable statistics – is essential for improving gender statistics.

This two pager gives an outlook on the overview paper on empowerment that is being prepared under the backstopping mandate and available on this platform as from April 2007. This introduction briefly highlights the history and debates surrounding empowerment and outlines the four power dimensions as a framework for differentiating power and empowerment: the dimensions of power to, power with, power over and power from within.
Empowerment is seen an outcome or a process. These can be summarized as:
1. Participation: empowerment as the more active participation of previously excluded groups in the design, management and evaluation of livelihood activities and policies.
2. Organisational capacity building: empowerment as increased individual and organisational capacity to take some form of action.
3. Economic enhancement: empowerment through economic improvement and increasing access to economic resources.

Women are employed in greater numbers and more women complete higher education degrees, even overtaking men.
However, women are hit by unemployment in greater numbers than men (9.7% vs. 7.8%).
European legislation has helped reduce the pay gap between women and men. Still, women earn, on average, 15% less
than men and often remain confined to lower paid jobs. Several initiatives have been taken to improve reconciliation of
family and working life. Nevertheless, women continue to take on the better part of the responsibility of caring for
children and other dependents. Women continue to be under–represented in political and economic decision-making.

Women and girls continue to be victims of intolerable acts of violence.
We cannot accept this in today's democratic society. We must break the glass ceiling once and for all.

As the UN Reform process proceeds, poverty has grown rather than lessened in much of the developing world, and as AIDS spreads, it is becoming a “women’s disease”. These and many other pressing global issues are women’s concerns. In this context, women need more space, not less, and more influence in the UN. What “architecture” must be designed or reinforced within the complex system that is the United Nations if we are to reach our agreed goal - both institutional and individual space to effectively promote women’s opportunities worldwide for greater freedom and wellbeing, side by side with men?

Today, we stand on the shoulders of women who have asked – and answered – that question time and again over the UN’s six decades. First, they selected a space in the UN where they thought their presence would be most effective and found ways to move into that space; second, they stood back to assess the instrument they had created and measure its impact; and, third, they strengthened it.

The term “gender mainstreaming” has become a mantra in international institutions as a technique for responding to inequalities between women and men. The force of the term derives from its implied contrast with the notion of specializing in issues of gender, or what might be called “gender sidestreaming.” The idea behind gender mainstreaming is that questions of gender must be taken seriously in central, mainstream, “normal” institutional activities and not simply left in a marginalized, peripheral backwater of specialist women’s institutions. The strategy implicates what Olympe de Gouges identified in the eighteenth century as the paradox of feminism: whether women’s rights are best protected through general norms or through specific norms applicable only to women. This dilemma pervades modern international legal responses to the unequal position of women: the attempt to improve women’s lives through general laws can allow women’s concerns to be submerged in what are deemed more global issues; however, the price of creating separate institutional mechanisms for women has been the building of a “women’s ghetto” with less power, resources, and priority than the “general” human rights bodies.

Gender Equality: Striving for Justice in an Unequal World

Based on the findings of UNRISD ongoing gender research and over 60 specially commissioned studies, the report’s analysis is centred on the economic and political reforms of the 1990s. If most of these reforms did not directly address gender equality, they nevertheless received considerable scrutiny from a gender perspective. And whatever their intentions, they had significant and mixed implications for gender relations and women’s well-being.

Mainstreaming Gender into the Transport Sector: A Virtual Forum

In May & June 2005 IFRTD and GATNET hosted a virtual discussion on gender and transport issues for the development sector. In the world of feminist activism, the time is ripe for reflection and review. We need to ask why change is not happening, what works, and what is next. This article points to the fact that while women have made many gains in the last decade, policies that successfully promote women’s empowerment and gender equality are not institutionalised in the day-to-day routines of State, nor in international development agencies. We argue for changes which re-delineate who does what, what counts, who gets what, and who decides. We also argue for changes in the institutions that mediate resources, and women’s access, voice, and influence. We outline key challenges, as well as ways to envision change a n d strengthen the capacity of State and development organisations to deliver better on women’s rights.

Women's Empowerment: Measuring the Global Gender Gap

The Gender Gap Report quantifies the size of the gender gap in 58 countries, including all 30 OECD countries and 28 other emerging markets. The study measures the extent to which women have achieved full equality with men in five critical areas:

economic participation
economic opportunity
political empowerment
educational attainment
health and well-being

The study uses a large number of hard data indicators from international organizations as well as qualitative information from the Forum’s own Executive Opinion Survey to create the rankings.

Position paper of the European women's lobby on the setting up of a European Gender Institute

The European Women’s Lobby (EWL) represents more than 4000 women’s organisations across Europe, which have been consulted and hereby put forward their common position on the creation of a European Gender Institute.

Equality between women and men is one the missions of the European Community and has been an important European policy for several decades; a large body of EC law also exists in this area. The European Constitutional Treaty reinforces further gender equality in several ways. The evaluation made by the European Women’s Lobby of the implementation of the Beijing Platform for Action after 10 years showed some progress for women’s rights in the EU but also many weaknesses, particularly in terms of the allocation of human and financial resources to enable the effective implementation of the gender mainstreaming strategy in European policies.

The creation of a new European Gender Equality Institute presents an opportunity to reinforce the effectiveness of the EU gender equality policies and programmes. It is therefore crucial that the tasks, functions and budget of the Gender Institute are adapted to the general aim of achieving gender equality in the European Union and completes existing strategies and bodies.

Commision acts to promote gender equality in development co-operation

The European Commission has proposed a new Regulation to promote gender equality in all areas of development co-operation. Gender equality has in recent years become an integral part of the development co-operation policy framework. Priorities and targets have been spelt out. However much remains to be done in terms of delivering concrete results like the improvement of conditions for women in developing countries. The purpose of the regulation is therefore to strengthen the implementation of measures that promote gender equality in EU development co-operation policies, strategies and actions. This includes specific measures in favour of women in developing countries. A total of €9 million are available for this purpose from 2004-2006.
