A current awareness bulletin for ACP agriculture. Is a bimonthly printed bulletin, web magazine, and accompanying email newsletter focusing on the use of information and communication technologies in agriculture in developing countries. It is published in English and French, by CTA (Technical Centre for Agricultural and Rural Cooperation) in Wageningen in the Netherlands. Each issue focuses on a specific theme and the latest issue has just been published. This edition’s theme is ‘Urban Agriculture’. It’s the first publication that we know of to look at information technologies in urban agriculture in developing countries.

This is the final deliverable for the STOA project RFID & Identity Management, which was carried out by the Dutch Rathenau Institute as part of the European Technology Assessment Group (ETAG), the STOA framework contractor’s network of scientific institutes. The purpose of this deliverable is to provide insight into real life experiences with Radio Frequency Identification (RFID), draw a future scenario, and formulate challenges for this rapidly emerging technology. In this study we do not focus on data protection and its legislation or enforcement, but rather on how people think RFID data should be managed in daily life. The empirical base of this project consists of 24 case studies on a variety of RFID systems.

To establish Internet communications for the Sámi population of Reindeer Herders, who live in remote areas, and relocate their base in accordance with a yearly cycle dictated by the natural behavior of reindeer. This population currently does not have reliable wired, wireless or satellite communication capabilities in major areas within which they work and live (or would prefer to stay if possible). A radical solution is therefore required.

Social Environment

A factor of concern is the aboriginal amalgamation of nomadic life and preservation of nature represented by the area's reindeer herders in the Laponia region. Another component is taking into account the impact of enabling families to better keep together during the nomadic year cycle via arrangements such as distance learning (contemporary re-establishment of nomadism, i.e."post-modern nomadism").

Concerns raised by civil society, OSCE & Information Commissioners dismissed without further discussion

Strasbourg, October 15 - A group of 14 country specialists meeting on 9-12 September in Strasbourg refused to consider proposals to bring the future European Convention on Access to Official Documents into line with the prevailing standards in the 47 countries of the Council of Europe.
In a 10 to 4 vote, the specialists rejected further consideration of key aspects of the right to information such as the right to request access to all documents held by the judicial and legislative branches of government. They also dismissed further discussion of the right to appeal administrative failures to respond to an access request - a common problem in many countries. These provisions are currently not included in the draft Convention.

The increased need and portability of highly skilled individuals from developing countries to developed ones is perhaps one of the less noticeable consequences of globalisation and economic development. This migration or international transfer of human capital from poor countries to thriving economies is referred to as the ‘brain drain’. Persisting brain drain deprives a country of the expertise and skills of its most talented men and women, who may choose to settle or work abroad. Ironically, these educated, skilled migrants happen to be the very people that a poor nation can least afford to lose. While the remittances and foreign exchange transactions generated by these individuals may be considered a valuable resource for the national economy, the outflow of skilled manpower can stunt local economic progress in the long run. It also entails loss of investment in education and training, especially when trained and skilled people are a scarce resource for a poor country.

There have been lots of press stories in the last day reporting on what the Internet shutdown in Myanmar looked like for people there, and that’s the important story. This is what it looked like to the rest of the world, from an Internet infrastructure standpoint.
The connection between Myanmar and the rest of the world appears to be turned back on, at least temporarily.
This looks somewhat similar to how Nepal cut itself off from the Internet for a week during a coup in 2005. In that case, the shutdown was accomplished by soldiers occupying the Internet Service Providers’ offices and ordering them to turn off their networks.

Ordinary Burmese didn\'t have camera-equipped cellphones or handheld video cameras with which to record the violent crackdown that put a generation of student protesters in jail. The story is vastly different this time around. Despite the fact that junta that runs Myanmar tightly controls Internet access, computer savvy exiles and activists are exploiting inherent weaknesses in those controls to get the word--and the pictures--out to the world, as Asia Times reports.
The OpenNet Initiative blog points out that \"Bloggers are also utilizing underground networks inside Myanmar to instruct users on how to use proxies, as well as post updates on events and, most recently, casualties.\"

ALDE question to EU Commission

Commissioner Frattini has stated that the Commission intends to propose, in the framework of a package of anti-terrorism measures foreseen for November, the blocking of Internet searches for bombmaking instructions, adding that the Commission will also ask the private sector to make it possible to use technology to prevent people from using or searching dangerous words like "bomb, kill, genocide or terrorism" (Reuters, 10 Sept. 2007). La historia del Programa Europeo de Investigación sobre Seguridad, es la de la conjunción de “Gran Hermano” y del fundamentalismo del mercado. Esta relación se vio personificada en el establecimiento, en 2003, de un “Grupo de Personalidades” (GP) compuesto por miembros de las administraciones públicas de la UE y de las mayores empresas europeas de armamento y de tecnologías de la información. El cometido del GP era sencillo: las multinacionales europeas están perdiendo terreno ante sus rivales estadounidenses, ya que el gobierno de EE.UU. les ofrece a sus empresas 1.000 millones de dólares anuales para la investigación sobre seguridad –de ahí que recomendasen que la UE iguale tal nivel de financiación para asegurarse que puedan competir en
“pie de igualdad”. In conclusion to the three-part series highlighting WOUGNET activities, while many constraints remain in enhancing access to information by rural women, WOUGNET is committed to directing all her efforts to supporting women and women organisations in Uganda to access and utilise ICTs in their development activities to improve their lives. Access to as well as utilisation of information, knowledge and skills are key to improving the lives of both urban and rural women in Uganda.

Women of Uganda Network (WOUGNET) is a non-governmental organisation initiated in May 2000 by several women’s organisations in Uganda to develop the use of information and communication technologies (ICTs) among women as tools to share information and address issues collectively. According to findings from the 2003 WOUGNET Evaluation Report (which used the APC Gender Evaluation Methodology – GEM tool that is useful in assessing initiatives using ICTs for social change), WOUGNET activities had increased awareness and participation of women in ICT related activities, as well as increased information sharing and networking among women and women organisations. However, the benefits were still limited to those organisations that had access to Internet, leaving out the majority of women and women organisations in the rural areas. Though efforts had been made to support women organisations in the rural areas to explore ICT opportunities in their activities through awareness workshops, seminars, print materials; this had been done on a limited scale. There was still lack of adequate capacity for women to explore ICTs to their full potential in their activities.

Overall, participation rates of women in employment tend to be significantly lower than those for men, but their labour market participation is increasing in most countries. In general there is a lower share of women in managerial positions, but a higher share than men in many professional occupations, especially in health care and education. In contrast to these general patterns, the gender distribution of ICT employment is an outlier in terms of both women’s participation and shifts in the share of women in ICTrelated employment. Women have low shares of ICT-specialist employment and, if anything, these shares are decreasing or remaining constant, but rarely show an increase. Among ICT-using occupations women tend to have much higher shares of office and secretarial occupations and lower shares in scientific and professional ones.

En lo que toca a los enfrentamientos desde la perspectiva de las mujeres y de las feministas, observamos que aumenta el número de actores conservadores - varios provenientes de sectores religiosos fundamentalistas cristianos - en los debates alrededor de la gobernanza de internet. La teoría, la práctica y la acción feministas en el campo de la gobernanza pueden traer nuevas perspectivas y soluciones innovadoras sobre el tema. Tendríamos que establecer y crear un foro feminista permanente de diálogo, estudios y propuestas sobre el tema de la gobernanza de internet. Este interés de los sectores conservadores y fundamentalistas no es una novedad. Una presencia más significativa de estos grupos resulta en la captura del debate sobre pornografia, pornografía infantil, pedofilia, por posiciones moralistas y controlistas contrarias a los derechos a la información y a la libertad de expresión. Y al operar discursivamente en "favor" de los niños victimas de cibercrímenes, en realidad están abogando por un agenda de limitación de derechos, una estrategia que debe ser monitoreada y desarmada. En Brasil ahora hay un debate en torno a una propuesta de ley para controlar el acceso de todas las personas a internet, sea para acceder a su propio correo electrónico o para navegar por cualquier sitio web.

No es posible pensar en las tecnologías de información y comunicación (TIC) como una herramienta para el desarrollo y, al mismo tiempo, considerar que tienen un efecto neutro en términos de género. Si bien las estadísticas reflejan similares niveles de acceso y disponibilidad de servicio, las diferencias deben encontrarse en la asequibilidad, uso y utilidad que se obtiene de las mismas. Impulsar proyectos de TIC para el desarrollo sin tomar en cuenta las diferencias de género existentes hará que éstas actúen no como una herramienta de equidad sino como una herramienta más del orden establecido.

This study explores the internet experiences of women living in rural and regional Australia, their motives for internet uptake and use, the benefits they gain from using the internet, the difficulties they encounter in using the internet and whether the benefits are affected by technical factors, such as computer equipment and telecommunication infrastructure, availability of opportunities for developing online skills, and perceptions of the internet. Data was collected via an email snowball technique to contact women living in rural and regional Australia, resulting in participation by 40 women from throughout rural and regional areas.

The institutional mechanisms that are there continue to fight and contest within the sector for primacy space, and to protect their positions as “representatives” of the world’s civil society. Governments do not have to deal with many of these issues.
The United Nations certifies who are memberstates, and each of those states has its own sovereignty and political processes—for better or worse—for determining who its representatives will be at such summits. The private sector, while still mostly representing the larger multinational corporations from the global North and not small, medium, and micro-sized organizations from the global
South, has the resources to guarantee its participation.
It is civil society that remains the most vulnerable in this process; and it is its own effective diverse voices that matter tremendously—even at a distance— to the success of the communication information and communication society, that are in danger of being silenced."

APC, the global civil society network promoting information technology for social change, BlueLink Bulgaria, and Ekoforum Serbia will produce a live online talk show from Belgrade in partnership with the UNECE Aarhus Convention Secretariat.
Streamed over the internet via APC's global network of members, people from around the world will be able to watch this interactive broadcast on the relationship between environmental sustainability and information technology (IT).
During the event, representatives from civil society, government and business will share success stories and lessons learned, and engage in dialogue about how to bridge the paradigm and policy gap between IT and environmental stewardship.
The talk show contributes to the overarching purpose of the ITES initiative to bridge environmental sustainability and information society policy goals. It also aims to make successful, environmentally-strategic IT practices developed in the UNECE region known throughout the world.

Sostenibilidad es la auténtica clave de la innovación en esta materia, y da buena cuenta de ello el informe publicado en 2002 por la Comisión Europea, que con el título “La tecnología medioambiental en pro del desarrollo sostenible ”, dejaba bien claro que rumbo deberían tomar o continuar, según los casos, los países miembros. Ya en dicho documento, la tecnología medioambiental se interpreta como una serie de técnicas encaminadas a evitar la generación de contaminantes en los procesos de producción y la emisión de contaminantes al final de tales procesos, nuevos materiales, conocimientos medioambientales y nuevos métodos de trabajo. O lo que es lo mismo, la tecnología medioambiental se refiere a todas las actividades dirigidas a la producción de bienes y servicios para medir, evitar, limitar, reducir al mínimo o corregir los daños ambientales y los problemas relacionados con los residuos, el ruido y los ecosistemas.
El texto europeo traza tres líneas de actividades bien diferenciadas, comenzando por la gestión de la contaminación, continuando con la integración de tecnologías y consecución de productos más limpios, y finalmente,la correcta gestión de los recursos. En conclusión, este documento gira en torno al logro de la disociación de los términos hasta ahora íntimamente ligados: crecimiento y daños ambientales. Todo ello ha desembocado en el actual objetivo marcado por el CE, de carácter vinculante, que prevé que los Estados miembros logren que una quinta parte de su energía sea renovable en el horizonte de 2020.

This discussion paper, commissioned by the APC, aims to raise the profile of e-waste issues in developing countries so that the implications of information and communications technology (ICTs) for development initiatives can be better understood – particularly in the context of the increasing flow of old technology from developed to developing countries.

South Africa is thought to be at the forefront of waste management in Africa, and practitioners aim to develop an e-waste model in the country that can serve as a blueprint for an approach to e-waste elsewhere on the continent. While the overall waste management strategies in the country are highly regarded by experts, this document suggests that South Africa faces a number of key challenges in dealing with e-waste and that its ‘e-waste readiness’ is mixed rather than certain.

As the market for electrical and electronic products grows rapidly, the lifespan of products is dropping. Some developed world governments are promoting recycling and starting to require that manufacturers safely dispose products at the end of their working life. However, China and India have yet to address the explosion in ‘e-waste’ – electronic scrap – much of it imported from countries with stricter regulations.

A report from Greenpeace International shows that e-waste recycling in Asia remains largely unregulated and its impact on recycling workers, surrounding communities, water courses and soils is poorly studied. Aside from the volume of scrap, e-waste can contain substantial quantities of hazardous chemicals including lead, cadmium, mercury and brominated and chlorinated flame retardants. Data collected by Greenpeace in Delhi and the southern Chinese city of Guiyu indicated contamination of the workplace and adjacent environment with a range of toxic metals and persistent organic chemicals.

Legislation designed to put the financial burden for recycling old technology on suppliers and manufacturers rather than all tax payers has finally been fully introduced and enforced.

The Waste Electrical and Electronic Equipment (WEEE) directive was meant to be introduced in August 2005 but wrangling between government and suppliers delayed the process to the point that the European Commission intervened to get the UK to implement the scheme sooner. The framework came into force officially on 1 July.

Under WEEE, manufacturers and retailers of technology will be forced to pay a percentage of the total recycling costs of the equipment — depending on how much they sell or produce.

The UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters was adopted on 25th June 1998 in the Danish city of Aarhus at the Fourth Ministerial Conference in the 'Environment for Europe' process.
The Aarhus Convention is a new kind of environmental agreement. It links environmental rights and human rights. It.acknowledges that we owe an obligation to future generations.
It links government accountability and environmental protection. It focuses on interactions between the public and public authorities in a democratic context and it is forging a new process for public participation in the negotiation and implementation of international agreements.

Only recently have we started to understand the negative impacts of digital electronic equipment worldwide. Most of us, overwhelmed by the technological wonders that these devices are capable of, forget to ask ourselves ‘How have they been made?’ ‘By whom?’ ‘Where?’ ‘Under what conditions?’
The increasingly faster and more versatile computers, appealing mobile phones, high-definition TVs, Internet, tiny music players, ingenious photo cameras, entertaining games consoles and even electronic pets give us the idea of a developed, pioneering and modern world. It is indeed a new era for many; but the dark side of this prosperous world reveals a very different reality, that far from taking us to the future, takes us back to a darker past.
The “Clean up your Computer” report, published by CAFOD early in 2004, showed the inhumane conditions faced by thousands of workers in developing countries like Mexico, China and Thailand. Supported by data and with the input of workers’ true stories, CAFOD’s research exposed the way in which workers are treated in the electronics industry supply chain.

Companies that opt to refresh their PCs following an upgrade to Microsoft Vista should ensure that they dispose of old machines in an environmentally responsible way, according to the British Computer Society.
Although some analysts and commentators claim that businesses are not going to rush to deploy the operating system until at least the first service pack is released, the British Computer Society (BCS) is urging companies to begin planning now for the disposal of any machines that need to be replaced during an upgrade.
Nigel Shadbolt, BCS president, said the release of Vista could eventually see large numbers of PCs being upgraded with many old PCs discarded. PCs contain many toxic components, so if they end up in a landfill we are creating a real problem for the future. It can be really easy to pass on the old machine to be reused, and if it's beyond use, to recycle it," he said.
