Council of Europe specialists refuse to consider proposals to improve draft Treaty On Acces To Documents
Concerns raised by civil society, OSCE & Information Commissioners dismissed without further discussion
Strasbourg, October 15 - A group of 14 country specialists meeting on 9-12 September in Strasbourg refused to consider proposals to bring the future European Convention on Access to Official Documents into line with the prevailing standards in the 47 countries of the Council of Europe.
In a 10 to 4 vote, the specialists rejected further consideration of key aspects of the right to information such as the right to request access to all documents held by the judicial and legislative branches of government. They also dismissed further discussion of the right to appeal administrative failures to respond to an access request - a common problem in many countries. These provisions are currently not included in the draft Convention.

"Aunque desde luego las leyes de difamación podrán servir un propósito legítimo – el de la protección de las reputaciones – en la práctica ellas representan frecuentemente restricciones innecesaria e injustificablemente amplias a la libertad de expresión. Los problemas más comunes con las leyes de difamación son que éstas son demasiado amplias en su aplicación, que fallan en la provisión de disposiciones para defensas adecuadas – o sea, “excusas” legalmente reconocidas – y que las sanciones por incumplimiento son excesivas. En algunos casos, leyes que usan la terminología de difamación en realidad sirven propósitos inconexos con la protección de las reputaciones, de esta manera creando confusión entre los ciudadanos y ciudadanas y disuadiéndoles de expresar sus puntos de vista."

This Sourcebook acknowledges the varying needs of parliamentarians in different geographic, social, economic and political environments and seeks to provide a broad overview of ICTs and their use as powerful tools for accelerating social and economic development. It highlights the key and fundamental ICT for Development (ICT4D) issues by emphasizing the importance of ICT4D policies, the development of national ICT agendas, the application of ICTs in specific sectors, and the role of government and members of parliament in the process of implementing ICT4D in their respective countries. The increased need and portability of highly skilled individuals from developing countries to developed ones is perhaps one of the less noticeable consequences of globalisation and economic development. This migration or international transfer of human capital from poor countries to thriving economies is referred to as the ‘brain drain’. Persisting brain drain deprives a country of the expertise and skills of its most talented men and women, who may choose to settle or work abroad. Ironically, these educated, skilled migrants happen to be the very people that a poor nation can least afford to lose. While the remittances and foreign exchange transactions generated by these individuals may be considered a valuable resource for the national economy, the outflow of skilled manpower can stunt local economic progress in the long run. It also entails loss of investment in education and training, especially when trained and skilled people are a scarce resource for a poor country.

La proposta s’estructura a partir dels cinc eixos estructurals de desigualtat educativa (desigualtats territorials per raons socioeconòmiques, de gènere, derivades de processos d’immigració i desigualtats que pateix l’alumnat amb necessitats educatives especials) que constitueixen barreres per a la igualtat efectiva entre els diferents grups socials.

The International Journal of Education and Development using Information and Communication Technology
Is an e-journal that provides free and open access to all of its content.
IJEDICT aims to strengthen links between research and practice in ICT in education and development in hitherto less developed parts of the world, e.g., developing countries (especially small states), and rural and remote regions of developed countries.
The emphasis is on providing a space for researchers, practitioners and theoreticians to jointly explore ideas using an eclectic mix of research methods and disciplines. It brings together research, action research and case studies in order to assist in the transfer of best practice, the development of policy and the creation of theory. Thus, IJEDICT is of interest to a wide-ranging audience of researchers, policy-makers, practitioners, government officers and other professionals involved in education or development in communities throughout the world.

Can they also be beneficial for poverty reduction and contribute to improving the lives and opportunities of the poor and marginalized? Is their use critical for achieving the various development objectives more effectively?
