ALDE question to EU Commission

Commissioner Frattini has stated that the Commission intends to propose, in the framework of a package of anti-terrorism measures foreseen for November, the blocking of Internet searches for bombmaking instructions, adding that the Commission will also ask the private sector to make it possible to use technology to prevent people from using or searching dangerous words like "bomb, kill, genocide or terrorism" (Reuters, 10 Sept. 2007). Privacy organisations and the private sector, including Google, have already stated that the blocking of Internet searches with these words would be contrary to the freedom of expression and would not be an efficient tool against terrorism.

The Bulgarian police has called in bloggers and pressured them to stop writing about the recent wave of environmental protests that has swept across the country in the recent weeks.
Michel Bozgounov, BlueLink's web designer, was one of several online activists who were summoned, interrogated, and advised "friendly" to refrain from blogging on environmental protests. During the conversation, which he described in his blog again, Michel saw an investigation file against himself and his blog, compiled by the National Service for Combat against the Organized Crime, one of Bulgaria's several secret services that have inherited the notorious State Security of the former communist regime.

RAB (Rapid Action Battalion) members assisted by BTRC (Bangladesh Telecommunication Regulatory Commission) officials are conducting house-to-house searches in Dhaka, Chittagong and Sylhet pinpointing each and every internet user with a fast connection. In an unprecedented move that clearly violates privacy rights and threatens freedom of speech and communication, a special cell comprising RAB and BTRC officials are now collecting user details — name, address, login and usage statistics — from all the ISPs (Internet Service Provider) in order to profile more than 450,000 internet subscribers in the country.

Given that Council Directive 2004/82/EC of 29 April 2004 on the obligation of carriers to communicate passenger data obliges Member States to collect Advanced Passenger Information (API) data on passengers crossing EU external borders only, why is Spain apparently citing this Directive in requiring such data from passengers on flights from the UK? Will the Commission take enforcement action against any Member State incorrectly implementing this Directive? Will the Commission supply a report on whether and how Member States are implementing this Directive given that the transposition date was 5 September 2006?

Este informe Statewatch-TNI estudia el auge del complejo industrial y de seguridad en Europa, y sobre todo el desarrollo del Programa Europeo de Investigación sobre Seguridad (EU Security Research Programme) PEIS. Creado por el complejo militar-industrial, el complejo industrial y de seguridad se ha desarrollado a la vez que se han ido difuminando las fronteras tradicionales entre la seguridad exterior (militar) y la seguridad interior (servicios de seguridad) y mantenimiento del orden (policía). Ahora con un mercado global de tecnologías represivas más lucrativo que jamás, tras los atentados del 11 de septiembre de 2001, se encuentra en pleno proceso de expansión.
La historia del Programa Europeo de Investigación sobre Seguridad, es la de la conjunción de “Gran Hermano” y del fundamentalismo del mercado. Esta relación se vio personificada en el establecimiento, en 2003, de un “Grupo de Personalidades” (GP) compuesto por miembros de las administraciones públicas de la UE y de las mayores empresas europeas de armamento y de tecnologías de la información. El cometido del GP era sencillo: las multinacionales europeas están perdiendo terreno ante sus rivales estadounidenses, ya que el gobierno de EE.UU. les ofrece a sus empresas 1.000 millones de dólares anuales para la investigación sobre seguridad –de ahí que recomendasen que la UE iguale tal nivel de financiación para asegurarse que puedan competir en
“pie de igualdad”. La Comisión Europea ha cumplido su parte del cometido con un presupuesto “preparatorio” de investigación sobre seguridad para el periodo 2004-2006, y con la previsión que el PEIS empiece a funcionar en pleno para 2007, además nombró un Comité Consultivo Europeo de Investigación sobre Seguridad para supervisar el programa. Esto, en realidad, dota al GP de
permanencia y ofrece a las corporaciones con ánimo de lucro un estatus oficial en la UE, ayudando a modelar tanto lo que es la investigación sobre seguridad como la política de seguridad.

There have been lots of press stories in the last day reporting on what the Internet shutdown in Myanmar looked like for people there, and that’s the important story. This is what it looked like to the rest of the world, from an Internet infrastructure standpoint.
The connection between Myanmar and the rest of the world appears to be turned back on, at least temporarily.
This looks somewhat similar to how Nepal cut itself off from the Internet for a week during a coup in 2005. In that case, the shutdown was accomplished by soldiers occupying the Internet Service Providers’ offices and ordering them to turn off their networks.

No one used the Internet to tell the story of 1988 Burmese uprising while it was happening. Ordinary Burmese didn\'t have camera-equipped cellphones or handheld video cameras with which to record the violent crackdown that put a generation of student protesters in jail. The story is vastly different this time around. Despite the fact that junta that runs Myanmar tightly controls Internet access, computer savvy exiles and activists are exploiting inherent weaknesses in those controls to get the word--and the pictures--out to the world, as Asia Times reports.
The OpenNet Initiative blog points out that \"Bloggers are also utilizing underground networks inside Myanmar to instruct users on how to use proxies, as well as post updates on events and, most recently, casualties.\"
