Estos Principios forman parte de la Serie de Estándares Internacionales de ARTICLE 19, un continuo esfuerzo por elaborar en más detalle las implicaciones de la libertad de expresión en distintas áreas temáticas. Tienen la finalidad de ser usados por colaboradores en campañas políticas, emisoras de radio y televisión, abogados, jueces, representantes elegidos y funcionarios públicos en sus esfuerzos de promover un sector de difusión dinámico e independiente que sirva a todas las regiones y grupos sociales.

ICT Update: a current awareness bulletin for ACP agriculture
A current awareness bulletin for ACP agriculture. Is a bimonthly printed bulletin, web magazine, and accompanying email newsletter focusing on the use of information and communication technologies in agriculture in developing countries. It is published in English and French, by CTA (Technical Centre for Agricultural and Rural Cooperation) in Wageningen in the Netherlands. Each issue focuses on a specific theme and the latest issue has just been published. This edition’s theme is ‘Urban Agriculture’. It’s the first publication that we know of to look at information technologies in urban agriculture in developing countries.

RFID and Identity Management in Everyday Life. Striking the balance between convenience, choice and control

This is the final deliverable for the STOA project RFID & Identity Management, which was carried out by the Dutch Rathenau Institute as part of the European Technology Assessment Group (ETAG), the STOA framework contractor’s network of scientific institutes. The purpose of this deliverable is to provide insight into real life experiences with Radio Frequency Identification (RFID), draw a future scenario, and formulate challenges for this rapidly emerging technology. In this study we do not focus on data protection and its legislation or enforcement, but rather on how people think RFID data should be managed in daily life. The empirical base of this project consists of 24 case studies on a variety of RFID systems.

The Sámi Network Connectivity Project (SNC)
To establish Internet communications for the Sámi population of Reindeer Herders, who live in remote areas, and relocate their base in accordance with a yearly cycle dictated by the natural behavior of reindeer. This population currently does not have reliable wired, wireless or satellite communication capabilities in major areas within which they work and live (or would prefer to stay if possible). A radical solution is therefore required.
Social Environment
A factor of concern is the aboriginal amalgamation of nomadic life and preservation of nature represented by the area's reindeer herders in the Laponia region. Another component is taking into account the impact of enabling families to better keep together during the nomadic year cycle via arrangements such as distance learning (contemporary re-establishment of nomadism, i.e."post-modern nomadism").

Wi-fi update helps eye doctors

Thousands of residents of remote villages in southern India have easy access to eye care thanks to a specially designed, low-cost and long-distance wi-fi network.
The network allows specialists at Aravind Eye Hospital at Theni, in the state of Tamil Nadu, to interview and examine patients in nine remote clinics via high-quality video conference.
The new technology has been developed by researchers at the University of California, Berkeley and at Intel Corporation in collaboration with the Indian hospital.
