The Programme on Conflict and Peacebuilding is a team of six people who carry out daily monitoring and analysis of armed conflicts, situations of tension, peace processes, post-war rehabilitation, humanitarian crises, militarisation and disarmament, human rights and International Humanitarian Law and gender and peace building. This analysis is the basis for the publications Semáforo (published fortnightly), Boletín Mensual (Monthly Newsletter) Barómetro (published quarterly) and Alerta! (yearly).
The Programme's work began in January 2001 with support from the Autonomous Regional Government of Catalonia, but the School for a Culture of Peace has been producing an annual report entitled Report on arms transfers regulatory criteria since 1998. The report analyses the international situation based on the observation of thirty indicators and uses the eight criteria of the arms trade Code of Conduct approved by the European Council in 1998.
The objective of the Programme on Conflict and Peacebuilding is to inform public opinion, NGOs, the Autonomous Regional Government of Catalonia, the Spanish Government, and other regional and international organisations on the international situation using alert indicators for conflicts, peace and human rights.
