Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
The facilitator of the peace process in Burundi and the leader of the last armed group in the country, the FNL, meet in Dar es Salaam to resume the process.
The Chadian Government led by Idriss Déby succeeds in slowing down the insurgent offensive that had reached the capital, N’Djamenta, and that was threatening with overthrowing it.
A pre-agreement is reached in Kenya with the mediation of former UN Secretary General Kofi Annan, although violence persists.
The first violation of the ceasefire reached between the armed groups and the Government in the east of DR Congo takes place.
The armed group MNJ declares its intention to begin a large scale attack against the uranium industry in the north of Niger and persists in its strategy of abductions.
Zimbabwe’s opposition parties declare themselves to be ready to boycott elections after the date for the polls was decided unilaterally by the President.
The Government of Equatorial Guinea postpones the visit of the UN Special Rapporteur on Torture.
A Spanish judge issues an international arrest warrant for 40 Rwandese soldiers accused of massive murders.
The last report by UN Secretary General states that the exchanges that have taken place in New York between Morocco and the POLISARIO FRONT can hardly be considered as a negotiation.

02: Americas
Retired Argentinian general Cristino Nicolaides and other five former officials appear in court because of their alleged implication in the kidnapping and torture of five political dissidents during the military dictatorship.
Bolivian eastern departments announce a national strike and several protests if the Government does not address their demands.
The President of Ecuador declares its intention of cancelling the contracts with several oil transnational companies if they do not invest more in the country and respect the new legislation for oil exploitation.

03: Asia
The Kashmiri American Council condemns human rights violations perpetrated by the Indian security forces in Kashmir.
Amnesty International reports that the Government of Myanmar has intensified the number of dissident’s arrests.
The tension between MILF and the Government of the Philippines intensifies after a clash in Mindanao that provokes the displacement of hundreds of people.
The military junta that perpetrated a coup d’État in Thailand at the end of 2006 breaks up after the new Government takes up.
Sources close to the Indian Government state that the peace process with the ULFA armed group could resume in the near future.
The Taliban leader Baitullah Mehsud declares unilaterally a ceasefire in the North of Pakistan.

04: Europe
The negotiations on the police reform in Bosnia and Herzegovina get blocked again following the withdrawal of one of the main Bosniak parties from the talks.
Chechen security forces increase their operations against armed groups.
Moderate nationalist Boris Tadic is re-elected as Serbian President in second round elections with scarce margin over the ultranationalist candidate.
The new Georgian minister for Abkhazia and South Ossetia conflicts announces his objectives of a multi-vector approach and a major role for the EU and US in their resolution.
Human Rights Watch states that the Georgian approach on human rights is moving the country away from the international normative.

05: Middle East
The Egyptian army and Hamas close again the border with Gaza while Israel announces the reinforcement of the wall that separates the Palestinian territory and Egypt.
Human Rights Watch declares that the electricity and fuel cuts that Israel has imposed on Gaza are equivalent to a collective punishment on civil population and violate the commitments acquired by Israel regarding International Humanitarian Law.
The tension increases in Lebanon after the murder of a senior intelligence officer and the death of eight people taking part in demonstrations in Beirut against the electricity cuts.
An assessment of the situation in Iraq in the first month of 2008 reveals that the number of suicidal attacks and the death toll of American soldiers have increased.

06: International Organizations
A resolution by the Council of Europe reports that the way in which the UN and the EU manage the international terrorist lists implies a violation of human rights and the rule of law.
The UN Human Rights High Commissioner declares that some of the clauses of the Arab Human Rights Charter do not adjust to international normative.
