Semáforo is a fortnightly collection of news from around the world, classified by geographical area - Africa, America, Asia and the Pacific, Europe and Central Asia, and the Middle East. Semáforo also includes a section which monitors international organisations and the subjects on the international agenda for peace building.

Daily monitoring of news items is based on more than 60 sources and includes areas related to armed conflicts, humanitarian crises, international behaviour, unresolved conflicts, forced displacements, human rights, sustainable development, gender, governability and economic and political crises, militarisation and disarmament, peace processes and post-war rehabilitation and gender.

Although the unit analysed is usually a country, news items on regions, international organisations and other broad-based subjects are also included. At the end of each news item, the source consulted is shown in italics, and the code of the subject area related to the news item is shown in brackets. A glossary and a code of concepts and sources is attached at the end of each Semáforo.

It is published in Spanish every other Friday on the website, where it is possible to subscribe free of charge. You can also check the highlights of the publication in English and Catalan on the web.

01: Africa
A military mutiny in Conakry results in the death of two civilians and threatens again the stability of Guinea one week after the consensus prime minister was dismissed.
The armies of Mali and Niger increase their offensive against the Tuareg armed groups of the northern regions, leading to the flight of thousands of people.
MEND armed group launches a new wave of attacks denouncing that the Nigerian Government has not fulfilled its promise of achieving peace in the Delta region during its first year in power.
The leader of the FNL opposition armed group, Agathon Rwasa, returns to Burundi to start the implementation of the peace agreement signed with the Government in 2006.

UN Security Council gives green light to the military intervention in Somali territorial waters to prevent attacks to navies circulating near the Somali coast.

02: Americas
The UN urges Guatemalan authorities to investigate the anonymous threats received by forensic anthropologists working in favour of the rights of the armed conflict victims.
Several clashes take place during the referendums in Beni and Pando eastern Bolivian departments, which have faced a high abstention and a massive approval of the autonomous statutes.
Following several weeks of institutional crisis, Haitian president proposes Robert Manuel as new prime minister, who will have to be ratified by the two houses of Parliament.

03: Asia
Nepal Constituent Assembly declares the country a federal republic.
Myanmar Military Junta extends the detention of Aung San Suu Kyi after five consecutive years of house arrest.
In front of thousands of people the founder of Philippine’s armed group MNLF proposes to contest in the International Court of Justice the sovereignty of Sabah (Malasya), which has been historically reclaimed by the Philippines.
The explosion of a bomb in southern Philippines and the clashes between the army and the MILF leave several people dead and increase the tension in Mindanao.
Thousands of people demonstrate in Thailand against the government plans to reform the Constitution as well as in demand of the trial of former prime minister Thaksin Shinawatra.
Human Rights Watch condemns the use of Tiananmen Square as the site for the opening celebration of the Olympic Games in Beijing.

04: Europe
The Albanian-populated area of Macedonia suffers acts of violence and irregularities during the parliamentary election-day, leaving one person dead, nine injured and 28 people arrested.
Tension escalates between Russia and Georgia due to the deployment of more Russian troops to Abkhazia and the release of a UNOMIG’s report saying Russia shot down a Georgian aircraft.
Georgian political opposition boycotts the new Parliament in protest against past elections, and several parties announce the creation of an alternative forum.
The European Court of Human Rights rules that Russia is responsible for the disappearance of a dozen of people during military attacks in Chechnya in 2002 and 2003.

05: Middle East
Former Iranian president Hashemi Rafsanjani calls for a Sunni-Shii dialogue in the conference in Mecca aiming to agree on an Islamic charter for the dialogue between Jewish and Christians.
Egyptian Parliament extends the state of emergency in force for the last 27 years.
A UN report reveals an increase in the number of restrictions to mobility imposed by Israel in the West Bank.
The appointment of Michel Suleiman as the president of Lebanon fails to end the crisis that blocks the formation of a Government.
UN secretary general hails the release of a Lebanese prisoner by Israel and the handing over of the Israeli soldiers’ bodies by Hezbollah.
The Palestinian president, Mahomoud Abbas, calls for the national dialogue and the reconciliation between Fatah and Hamas based on the Yemeni initiative reached last march.

06: International Organizations
The 2007 Human Security Report states that the number of victims caused by terrorism has fallen by 40 per cent.
Governments of 110 countries reach an agreement to ban the use, production, stockpiling and transfer of cluster bombs.
The Rome Summit organised to achieve solutions for the global food crisis ends up as a total failure due to the lack of compromise of the gathered Governments.
