Post-war rehabilitation is co-ordinated action by various primary, secondary and tertiary agents, with or without an international mandate or leadership, aimed at dealing with the safety of the population; addressing humanitarian priorities and the resettlement of displaced people or refugees; physical reconstruction and the reconstruction of basic institutions; the resolution of basic conflicts (socio-economic democratic and institutional normalisation); reconciliation, respect for human rights and the fight against impunity; regional stability and reintegration in international forums and organisations; and the empowerment of civil society and the construction of good governance by means of international support.
The School for a Culture of Peace Post-War Rehabilitation Programme undertakes the daily monitoring of 23 countries considered by the School to be in a post-war rehabilitation or transition phase, which is the basis for the post-war rehabilitation section in the publications Barómetro and Alerta:
Activities:

1. Identifying and analysing indicators used to design support policies for post-war situations integrating a peace building perspective.
2. Detecting, gathering and disseminating lessons learnt, good practices, challenges and opportunities based on the analysis of specific cases.
3. Raising awareness of the specific features of each emergency, rehabilitation and development so that coordination and consistency between these three dimensions is taken into account when programmes and projects are designed.
4. Analysing the working framework and co-ordination established between the various agents and organisations present in countries undergoing post-war rehabilitation.
5. Promoting and developing knowledge and public awareness of situations in a post-war rehabilitation phase to counteract the donor fatigue effect.
6. Developing networking between the various agents working on peace building and post-war rehabilitation to increase knowledge and synergies.
